My case was determined not to be a
whistleblowing reprisal firing by OSC at that time (1990).  But of
course, they never really investigated the matter. I was fired for
writing a letter to the VA's IG reporting mismanagement and malpractice
which caused preventable deaths. Subsequently, years later, the widows
collected sums of six and seven figures, paid by the taxpayer.

I testified before Congress which actually did investigate, and held
two days of hearings. Congress definitively concluded that I was fired
for whistleblowing:
Quoting directly from the U.S. House of Representatives, HR 102-1062
November 9, 1992:

"THE DVA DISCOURGAES THE REPORTING OF POOR QUALITY CARE BY HARASSING
WHISTLEBLOWERS OF FIRING THEM"  (Page 15)

Dr. Smith was an HPSP student; he was involuntarily confined in a US Army psychiatry ward (by COL Russel Hicks at Madigan Army Medical Center, Tacoma, Washington) after he reported unsafe hospital policies and conditions to an Army Inspector General, including orders to 3 ER physicians to withhold care from 4 civilian patients at the Landstuhl Regional Medical Center ER in Germany. Dr. Smith is doubly-boarded. Dr. Kevin Kiley, the army surgeon general, was the hospital commander at Landstuhl at the time. To the best of my knowledge, Dr. Smith has never been compensated for this violation of civil rights by the government in the Land of the Free. HButler@pol.net

The Health Care Quality Improvement Act of 1986 permits any hospital board to ignore due process as stated in the Constitution; the United States Supreme Court has twice refused to rule in this matter (SHALLER, POLINER).  Without due process, medical practice is unsafe for patient and doctor.    Doctors can lose their career-investment before paying back their career-loans:  The risk of choosing MD over JD or MBA is too great.  The doctor-shortage is predicted to reach 200,000 by 2020.
